Subject: Processing of Rule-38 transfer requests for Skilled Artisans, Drivers, Electricians, etc. of MMS Units – reg.

Key Instructions:

Reference: Directorate’s letter dated 03.02.2023 mandated online applications for Rule-38 transfers via https://apps.cept.gov.in/rule38transfers.

Issue Identified: Cadres like Skilled Artisans, Drivers, and Electricians in MMS units lack online portal access, forcing offline applications.

Revised Guidelines:

(i) Manual processing of Rule-38 transfer requests for MMS cadres until the online portal is operational.

(ii) Circles/Divisions to process new requests offline (pre-portal method).

(iii) Offline applications received within 15 days of this order’s issue will be deemed received on the 15th day (e.g., if issued on 03.04.2025, deadline is 17.04.2025).

(iv) Priority criteria for transfers:

(a) Grounds (PwBD, Compassionate, Spouse, General).

(b) Application receipt date.

(c) Joining date in current cadre.

(d) Date of birth.

(e) Employee name (alphabetical order).

Compliance: All concerned must adhere strictly. Approved by Competent Authority.
