Challenges in Training Matters for Department of Posts (DOP)

Subject: Addressing Key Training Challenges in India Post for Improved Workforce Efficiency

The Department of Posts (DOP), Government of India, is actively working to enhance training programs for its workforce, including Gramin Dak Sevaks (GDS), delivery personnel, and postal staff. Ahead of the Heads of Circles (HoCs) meeting on April 1, 2025, the Training Division has requested inputs on critical training-related challenges to improve skill development, operational efficiency, and service delivery vide in its letter F No. Tr-13/32/2022-Training-DOP dated 27.03.2025.

Key Training Challenges in India Post

1. Underutilization of Wireless Communication Training Centers (WCTCs)

Many postal circles face difficulties in optimizing WCTC infrastructure due to logistical constraints, lack of trainers, or outdated training modules.

Subject: Details of Challenges Faced by the Circles on Training Matters - Regarding

This is in reference to the upcoming meeting of all Heads of Circles, scheduled to be held on April 1, 2025, in Mumbai.

2. In this context, it is requested that the respective Circles assess and compile the key training-related issues they face. These may include, but are not limited to:
i. Challenges/Constraints being faced in optimally utilizing WCTCs ii. Funds utilization for training programs
iii. Backlog of training for some cadres like GDS/Delivery persons
iv. Nominations for various training programs and related issues

3. You are requested to share any specific challenges or areas where intervention from the Training Division is required. Also, please share if any initiative was taken to cause behavioural change in the staff, which led to evident change. The goal is to foster similar positive behavioural impacts among staff in the respective Circles.

4. Please share the information with the Training Division by 1000 hrs tomorrow, i.e. 28th March, positively, so that they can be analyzed and addressed accordingly.
