Subject: Consolidated instructions regarding identification of sensitive/non-sensitive posts

Key Directives
- Mandatory Rotation: Officials in sensitive posts must be rotated every 3 years.
- Most-Sensitive Posts: No tenure relaxation allowed (listed in Para 4).
- Relatives Avoidance: Close relatives cannot work in supervising capacities in the same office.
- ODI Posting: Officers with Doubtful Integrity (ODI) must not handle sensitive work (procurement, recruitment, etc.).

- COD letters/parcels handling staff
