Subject: Consolidated instructions regarding identification of sensitive/non-sensitive posts

Key Directives
  • Mandatory Rotation: Officials in sensitive posts must be rotated every 3 years.
  • Most-Sensitive Posts: No tenure relaxation allowed (listed in Para 4).
  • Relatives Avoidance: Close relatives cannot work in supervising capacities in the same office.
  • ODI Posting: Officers with Doubtful Integrity (ODI) must not handle sensitive work (procurement, recruitment, etc.).

Sensitive vs Non-Sensitive Posts in India Posts

1. Postal Directorate

Sensitive Posts Non-Sensitive Posts
- All Group A (SAG & above) except DDGs (PG/PO/Estt.)
- DE Section, VP Section, Vigilance*, PMU, Admin, C&A, GA, Personnel Divisions
- Engineering Wing (all except planning/design roles)
- Finance Wing (SAG & above)
- DDG (PG/PO/Estt./SR & Legal/Training)
- AEE/EE/SE (Planning & Design), Architects
- All posts below SAG in Finance Wing

Vigilance Division posts remain fully sensitive per CVC Circular No. 07/02/22.

2. BD/PLI/Parcel Directorates

Sensitive Non-Sensitive
- CGM (BD/PLI/Parcel Directorates) All other posts

3. RAKNPA/Training Centers/Circle/Regional/Divisional Offices

Sensitive Non-Sensitive
- All Group A (JAG & above)
- JTS/STS/PS Group B handling divisions independently
- Posts in PSD, Vigilance, Recruitment, Procurement
- Sub-Divisional Heads (ASP/IP) in RMS/Postal
- PMG (BD/MM/Mails), DPS (BD/MM/Mails)
- APMG/AD roles in Mails, BD, PLI, Staff Welfare
- MTS in PSD

4. Post Offices/Business Centers

Sensitive Non-Sensitive
- All Group B/C in single/double-handed offices
- Treasury, Cheque Clearance, CPC (PLI/CBS)
- System Managers, Marketing Executives
- Account Branch, Mails, SBCO
- HSAs, Sorting Assistants (non-counter roles)

5. Most-Sensitive Posts (No Tenure Relaxation)
  • SPMPA in single/double-handed offices
  • Supervisory roles in BPC/BNPL/E-commerce centers
  • System Managers & Marketing Executives
  • CPC (PLI/CBS), Treasury, Billing, Cashier staff
  • COD letters/parcels handling staff

Action Points

✅ Rotation Compliance: Circles must ensure 3-year transfers for sensitive posts.
✅ ODI Management: Revise work distribution for officers with doubtful integrity.
✅ Reporting: Discrepancies to be reported to Vigilance Division.
