Issue Summary:

• Many Circles are attaching PAs to Sub-Divisional Offices despite workload norms justifying only IPs and Mail Overseers.
• Example: Tamil Nadu redeploys surplus RMS staff (SA posts) to Postal Sub-Divisions.
• Criticism: Surrendered 15% of posts (2000–2014 ADR Plan) but now diverting operative staff to administrative roles.

Operational Staff Shortages:

• Average 15–20 PAs per division diverted to non-operative roles (e.g., MMU Units, System Administrators, Marketing, PLI/RPLI CPCs, Legal Assistance).
• Impact: Increased workload/fraud risks for remaining staff.

Reduced IP/ASP Workload Justification:

• Digital tools (Finacle, SAP, MS Office) simplified inspections, verifications, and monitoring.
• Sub-Divisional Heads use Google Meets/WhatsApp for supervision, reducing clerical needs.

Pay Disparities:

• IPs granted grade pay hikes (₹4,200 to ₹4,600) citing SSC recruitment parity, while PAs (graduates) remain underpaid.
• Ethical Issue: PAs forced to assist IPs despite higher qualifications.

FNPO Demands:

• Immediate withdrawal of PA attachments to Sub-Divisions.
• Redirect surplus RMS staff to operative roles.
• Review IP/ASP workload norms in the digital era.
