Subject: Strong Objection to the Establishment of Independent Delivery Centres and Centralized Delivery System - Request to Hold Orders in Abeyance.

Respected Sir,
You must be aware of the concerns we have raised regarding the establishment of Independent Delivery Centres (IDCs) and the implementation of the centralized delivery system. Despite our previous correspondence on this matter, the Department has proceeded without consulting the recognized unions, which has caused apprehension among the staff.

During our recent meeting, we brought to your attention several critical issues and proposed specific conditions to safeguard the interests of Gramin Dak Sevaks (GDS) employees, who are integral to the postal system.

Our key concerns and proposals are as follows:

1. Reasonable Working Hours: GDS employees should not be required to work beyond 7-8 hours per day, in alignment with fair labor practices.
2. Provision of Vehicles: Given the increased workload and challenges posed by urban traffic and varying weather conditions, the Department should provide vehicles, such as two-wheelers, to employees for delivery purposes.
3. Revised Workload Norms: The current workload norms must be reviewed and adjusted to reflect the realities of delivery beats, particularly in cities with heavy traffic and diverse environments. The existing fixed norms are impractical and cannot be uniformly applied across all regions and seasons.
We have consistently highlighted that the current workload norms are already being stretched beyond reasonable limits. The introduction of Independent Delivery Centres (IDCs) without addressing these pressing concerns would place an excessive burden on both GDS and departmental employees. During our discussions, we have repeatedly stressed that if IDCs or integrated mail centers are established, the working hours for GDS employees must be capped at 8 hours per day, and all departmental employees should continue in their existing roles without disruption.
It's also crucial to understand that the proposed centralized delivery system could seriously harm the reputation of the postal department and its workforce. GDS employees, who are already struggling with low pay, will find it extremely difficult to adjust to this new system without proper support, resources, and infrastructure in place.
We have raised these concerns repeatedly in our previous communications, and we strongly urge the Department to reconsider the implementation of IDCs and the centralized delivery system The changing work environment demands a focus on GDS employees' welfare, dignity, and working conditions, as they are the backbone of the postal network.
We, therefore, kindly request you to take our concerns into account and initiate a thorough revisit of the proposed changes.

Subject: Urgent Clarifications on Pending Issues Related to GDS to MTS/Postman Mailguard Promotion.

Respected Sir,
This is in reference to the unresolved issues concerning the GDS to MTS/Postman/MailGuard promotion process, which have resulted in delays and growing uncertainty among employees. Prompt intervention and clarification from the Directorate are necessary to address the following concerns:

1. Pending Declaration of GDS to MTS Results in Haryana, Himachal Pradesh, etc. The examination for GDS to MTS promotion was conducted on 25th December last year, but results for some circles are yet to be declared due to clarifications awaited from the Directorate. The delay is causing unnecessary anxiety among candidates. Necessary instructions should be issued at the earliest to ensure timely declaration of results. 
2. Surplus Candidates in Delhi Circle-
a. In Delhi Circle, some candidates selected under the special drive for surplus candidates now seek to return to their original GDS posts. The Chief Postmaster has already sought guidance on the process for their reversal. These employees have been without work for over a month. Immediate directions are needed to settle the matter.
b.This is regarding the pending results for the second list of Postman/MailGuard promotions from 2022, as well as the MTS results for 2022 and 2023. Candidates across the country have been eagerly awaiting their selection for more than a year.

3. Continuation of Last Year's Eligibility Criteria
Last year, the eligibility criteria for GDS to Postman/MTS promotions were:
O GDS to Postman: 4 years of continuous service
O GDS to MTS: 2 years of continuous service
GDS employees request that the same criteria must be retained for the upcoming examination. A decision on this must be conveyed to ensure clarity and uniformity.
You are, therefore, requested to kindly issue necessary clarifications and instructions without any further delay.
