Sub:-Instructions on filling up of Accounts line posts of PO&RMS wing- reg.

My Federation wish to bring the following facts about PO&RMS Accountant cadre for want of immediate intervention to avoid unrest in the Accounts line cadre.

1. This decision only taken keeping in view of promotion to HSG-II APM Accounts to HSG-I cadre as there is silence in rules. In HSG-I RR there is no mention about General line/Accounts line and only RR says "officials who completed 5 years of service in HSG-II cadre are eligible for HSG-I promotion". This has been following many circles since long back and very few only objecting. Hence HSG-II Accounts APMs should be allowed for HSG-I promotion and it will resolve all the issues instead merging the Accounts line cadre with General line cadre.

2. Merger instruction will lead to bring anomalies in fixation of seniority in LSG and HSG cadres which may pave the way for legal actions.

3. Since long demanding higher pay on par with Junior Accountants in DAP/other Central Govt, organizations and the anomaly still pending. Now 8th CPC Terms of References called for from the stake holders and soon 8th CPC committee (due from 1.1.26) going to establish by the Govt. of India. At this crucial juncture the merger order will bury all the hopes of entire Accounts cadre ambitions/hopes. 4. Many Accountants are due for LSG promotion and same in HSG II cases also. Promotion should be given to all such eligible officials immediately.

5. As the RT process commencing by the DHS concrete decision should be taken by the directorate to avoid confusion and hardship for the accounts line cadre in the name of Rotational transfers.

6. Merger will lead to dislocation of work in Accounts branch at DDO level because there will not be responsible person to look after such work.

7. Some circles PO&RMS exam conducting and some are not. Definitely there will be huge difference in the performance of qualified and non qualified official while discharging the Accounts related work.

8. Duties & standards of PO&RMS Accountants - The PA/SA who qualified PO&RMS exam only will be posted in Accounts branch in respective HO/HRO. Their duties are of a very higher responsibility and order. Nevertheless, they have so far received a raw deal and placed in the doldrums with a bundle of dealings. The syllabus of PO&RMS Accounts is tougher than many LDCE exams in DOP.

9. Plight & Denial of Dues to PO&RMS Accountants it is paradoxical to note that, except in the case of PO&RMS Accountants, all other cadres who upgrade their skills.

10. Denial of fixation benefits for Spl allowance on promotion Rule FR 9(25) defines special pay as addition to pay of the emoluments of a post or Government servant in consideration of a) specially arduous nature of duties or b) A separate addition to the work or responsibilities.

11. The high level committee constituted by the DOP to review the case of SPI allowance to Accountant under the Chairman of DPS HQ Rajstan clearly stated that the PO&RMS accounts are shouldering higher responsibilities more than the Sr. Accountant /AAO who are working the DAP/PAO.

12. My federation already objected that merger order violating the DOPT guidelines especially in Recruitment Rules matter.

In views of above all reasons my Federation requests Hon'ble Member P madam to keep the orders issued on 11.2.2025 for merger of Accounts line in General line immediately and requesting to allow HSG-I promotion in General line also for HSG-II Accountants and also requesting to escalate the higher pay for PO&RMS accountant on par with Junior Accountant working in DAP/PAO by including the demand in the 8th cpc Terms of references.

An early action will be highly appreciated
