Unified Pension Scheme (UPS) Implementation Under Central Government Ministries

The Unified Pension Scheme (UPS) is a landmark initiative by the Government of India, implemented under the Ministry of Communications, Department of Posts, in collaboration with the Pension Fund Regulatory and Development Authority (PFRDA). This scheme aims to streamline and unify pension benefits for Central Government employees, ensuring seamless transition and enhanced financial security for retirees.

Key Highlights of UPS Implementation

Categories of Eligible Employees
Existing Central Government employees covered under NPS (National Pension System) as of 1st April 2025.
New recruits joining Central Government services on or after 1st April 2025.

Retired employees (superannuated/voluntarily retired) before 31st March 2025, including eligible spouses of deceased subscribers.

Timelines for Option Exercise

  • Existing employees: Must opt for UPS within three months from 1st April 2025.
  • New recruits: Must submit options within 30 days of joining.
  • Retired employees: Specific timelines for claiming UPS benefits (to be notified).

Enrollment Process

  • Online forms available from 1st April 2025 on Protean CRA’s website (https://npscra.nsdl.co.in).
  • Physical submission of forms is also permitted.
  • DDOs (Drawing & Disbursing Officers) must verify employee details (KYC, bank details, service records).

Roles & Responsibilities

  • PAOs (Principal Accounts Offices): Verify documents submitted by DDOs via the CRA (Central Recordkeeping Agency) system.
  • PFRDA & Protean CRA: Provide technical support and SOPs for smooth implementation.
