Sub: Request to Delegate Authority to Write APAR of Postal Assistants to Postmasters of HSG-I/HSG-II Cadres

Respected Madam,

With reference to subject, this association brings to your kind attention an important administrative concem regarding the Annual Performance Appraisal Reports (APAR) of Postal Assistants who are currently under the supervision of Postmasters of HSG-I and HSG-II cadres but do not report directly to the Divisional Head. The immediate superior officer of a government servant serves as the Reporting Officer for writing the Annual Performance Assessment Report (APAR) based on the instructions/guidelines issued by the Department of Personnel and Training (DoPT) from time to time.

2. At present, the authority to write the APAR of such Postal Assistants rests with the Divisional Head. This arrangement poses several practical challenges as the Divisional Head is not in direct supervision of the day-to-day work and performance of these employees. Consequently, it becomes difficult to ensure a fair, timely, and accurate evaluation of their contributions.

3. Considering that Postmasters of HSG-I and HSG-II cadres work directly with these Postal Assistants and have first-hand knowledge of their performance, it would be more appropriate and effective to entrust them with the authority to write the APAR. Delegating this responsibility to the immediate supervisory officers would not only enhance administrative efficiency but also ensure a transparent and just appraisal process.

It is, therefore, humbly requested that necessary orders or guidelines be issued to transfer the power to write APAR of Postal Assistants from the Divisional Head to the Postmasters of HSG-I and HSG-II cadres. Such a step would bring about clarity and efficiency in the appraisal process while safeguarding the interests and morale of the employees.
