Subject: Proposal to draw up panels of Group ‘A’ officers for appointment to the post of Secretary and Additional Secretary in the Government of India.
Kindly find enclosed herewith a communication received from Cabinet Secretariat on the subject mentioned above. The willing officers are requested to check their eligibility as per the enclosed Cabinet Secretariat D.O letter No 01/03/2025-CS(A) dated 12.03.2025 and send the following data via email (spg.dte@indiapost.gov.in) in Microsoft Word format and PDF by 17.04.2025:
Format-I (for Secretary level, up to the batch 1992) and Format-II (for Additional Secretary level, up to the batch 1998).
Updated ER Sheet as per the proforma enclosed, along with the latest photograph of the officer.
Contact details of Secretary, Additional Secretary level officers, peers, and subordinate officers with whom the nominated officers have worked during the last 15 years.
A copy of IPR for the year ending 2024 (as on 01.01.2025) and a copy of AS/JS empanelment order.
If the information is not received by 17.04.2025, it will be presumed that the officer is not interested.

Respected Sir/Madam,
Officers belonging to Indian Police Service (IPS), Indian Forest Service (IFoS), and various Organized Central Group ‘A’ Services are to be considered for empanelment for appointment at the level of Secretary and Additional Secretary in the Government of India. The eligibility conditions are as under:
(A) For Secretary Level:
Minimum of 30 years’ service in Group ‘A’.
Minimum of 2 years’ service in Level 15 of the Pay Matrix or higher.
(B) For Additional Secretary Level:
Minimum of 25 years’ service in Group ‘A’.
Minimum of 7 years’ service in Level 14 of the Pay Matrix in the parent cadre/service.
Additional Criteria for Empanelment:
Year of examination not later than 1991 (1992 batch) for Secretary level and 1997 (1998 batch) for Additional Secretary level.
Officer must be already empaneled at Additional Secretary level (for Secretary) or Joint Secretary level (for Additional Secretary).
3 years’ experience under Central Staffing Scheme at Deputy Secretary level or above.
At least 1 year’s residual service as on 01.01.2025.
The reference date for eligibility is 01.01.2025.
Nominations for eligible officers must be sent in the enclosed formats to the Cabinet Secretariat by 31.05.2025.
Nodal Officers (designated for uploading ACR/APAR scores on the EASY platform) must upload score sheets and particulars for Secretary/Additional Secretary empanelment at https://easy.nic.in by 31.05.2025.
The following documents must accompany the proposal:
Latest Civil List/Seniority List.
Updated Executive Record Sheets (ERS) with a recent photograph.
Complete ACR/APAR dossiers.
Vigilance clearance from the Central Vigilance Commission (CVC).
Contact details of colleagues (Secretary, Additional Secretary, peers, subordinates) from the last 15 years.
Soft copies of nominations (in editable format) must be emailed to manishsinha08@nic.in.
