Subject: Revision of TRCA of Gramin Dak Sevaks based on periodical establishment review -reg.

Please refer to your D.O. letter No. Est/Norms/2023 dated 07.11.2024 on the above subject.

2. With respect to the revision of the TRCA for the GDS engaged before 01.07.2018, there is no bar on the revision of TRCA in such cases. The earlier instructions for downward revision of TRCA issued by the Establishment Division vide letter No. 14-16/2001/PAP(Pt) dated 11.10.2004 & Letter No. 5-1/07-WS-I dated 15.10.2012 and for upward revision of TRCA issued by GDS Section of Establishment Division vide letter dated 28.09.2021 will continue to be followed to the extent applicable.

3. Further, for the GDS engaged on or after 01.07.2018, matter regarding finalizing a mechanism for revision of TRCA of such new entrants from Level-1 to Level-2 is under process in consultation with the Integrated Finance Wing (IFW) of the Department. After concurrence of the IFW and approval of the Competent Authority, guidelines will be issued in the matter.
