Sub:- Request for relaxation of recruitment rule as onetime measure for promotion to HSG-II and HSG-I cadre - reg.

This is regarding the one time relaxation of recruitment rule for effecting promotion to HSG II and HSG I posts. After implementation of cadre restructuring in postal thousands of HSG-II and HSG I post are vacant and my Federation several times requested for relaxation.

Non filling up of HSG I & II posts due to lack of eligible officials for promotion from the feeder cadre, all the posts identified in the Cadre restructuring are lying vacant and are virtually manned by short term arrangement. In many circle the arrangement have led to a embarrassing situation of junior are made to officiate superseding seniors etc. Invoking one time relaxation of service rule to grant notional promotion in HSG II to the extent of vacancies in HSG I and for LSG service condition to the extent of resultant vacancies in HSG II alone will be better option to tide over the issues.

In 2024 for the vacancies (HSG-II & HSG-I) 2022 and 2023 relaxation had been given vide SPN section Lr.No.X-4/2/2020-SPN-II dated 9.2.202. But due to non-holding of DPC's on time by many circles the purpose was not fully materialized and a few posts only filled up in both cadres.

One time relaxation for ad-hoc promotion and its extension on yearly basis from 2004 and up to 2008 were of good precedent in our department and conducive to tide over the present crisis.

Hence my Federation requests the Hon'ble Secretary Posts kindly intervene in this issue and relaxation my please be granted to fill up all HSG-II and HSG-I posts with the officials who completed at least one year service in respective feeder cadre as one time measure.
