Sub: Mapping of Gram Panchayat and Village LGD codes with the Branch Post Offices.
This is with reference to Department of Posts activities relating to PM GatiShakti NMP.
2. Telecom Regulatory Authority of India (TRAI) has intimated that it is considering the preparation of a Comprehensive Index and Rating Framework for Digital Connectivity and Services for Villages in India. TRAI has requested the Department of Posts to map Gram Panchayat and Village LGD codes with the Branch Post Offices.
3. Further, in discussions with other ministries regarding PM GatiShakti NMP, it was proposed and agreed that mapping of BOs with Gram Panchayat & Village Local Government Directory codes will be of great value. Department of Posts's Branch Post Offices have extensive last mile reach. If mapped with Local Government Directory codes, it will help other ministries & departments plan disbursal, execution and monitoring of their schemes (such as DBT) much more effectively in collaboration with Department of Posts.
4. For fulfilling this objective, it is proposed to map Branch Post Offices with their corresponding Gram Panchayat and Villages LGD codes. The format in which data is to be collected is placed at Annexure I.
5. An explanatory brief about Local Government Directory (LGD) codes is in Annexure II.
6. Step by step procedure to map LGD code is detailed in Annexure III.
7. Circles are requested to provide the requisite data in excel format by 20.02.2025. This issues with approval of the competent authority.

LOCAL GOVERNMENT DIRECTORY
- In India, LGD (Local Government Directory) codes are used to uniquely identify administrative units at various levels, including villages and Gram Panchayats. These codes are a part of the government's effort to streamline administrative processes, especially for tasks related to local governance, resource distribution, and data management.
Village and Gram Panchayat LGD Codes:
- Village Codes: These codes are assigned to individual villages, providing an identifier for each village for administrative and statistical purposes.
- Gram Panchayat Codes: Similar to village codes, but these are for the local governing bodies of villages or clusters of villages. Gram Panchayats are responsible for local governance and community welfare services in rural areas.
Purpose:
- Facilitate Governance: The codes help local governments, including Panchayats, in managing and organizing their administrative functions.
- Data Management: They are used for collecting, analyzing, and distributing data related to rural development, welfare schemes, population statistics, etc.
- Resource Allocation: LGD codes ensure that resources (funds, infrastructure projects, etc.) are allocated to the right administrative units.

A. Steps to Access Village and Gram Panchayat LGD Codes:
a) Visit the Ministry of Panchayati Raj LGD Portal. Link for the same is as below:
b) LGD codes by state, district, block, or Panchayat, village name can be searched.
c) Use filters to narrow down the list, and view the LGD codes.
