Instructions on Filling up of Accounts line posts of Postal / RMS wing

1. As of now the filling up of accounts line posts are very complex nature and circles are following different methods.

2. Some posts are being identified for accounts related works in all the cadres i.e. PA/SA/LSG/HSG. The PO & RMS accountant examination is a qualifying examination only. The passing of this examination will not have any effect in the seniority of the official in the gradation list of the PA/SA.

3. Presently the officials from PA /SA cadre passed in the accountant examinations are given promotion as LSG Accountant in both Postal and RMS. Similarly, LSG (Accountants) are given promotion to HSG II Accountant in both Postal and RMS. Hence it is very clear that 2 lines of promotions are available as of now for PA/SA, one is General Line and another one is Accounts line. Different procedures followed by different circles.

4. To overcome the issues of the present method , the following guidelines are suggested.

i. Circles will identify the number of Posts required at PA/SA/LSG/HSG levels for Accounts work. The posts identified for accounts work will also be the part of general line only. Here after no separate cadre for accounts work.

ii. No promotion will be made against the identified posts for accounts work.

iii. The officials already posted as LSG / HSG Accountant shall continue to hold the post identified for accounts work till their next promotion.

iv. The posts identified for accounts work will be manned in the following methods.

a) PA/SA - Qualified in the PO & RMS Accountant examination may be posted in the post identified for accounts work in PA /SA level.

b) LSG PA /SA – Already Qualified in the PO & RMS Accountant examination may be posted in the post identified for accounts work in LSG level.

c) HSG II / HSG –I - Already Qualified in the PO & RMS Accountant examination may be posted in the post identified for accounts work in HSG level.

5. In Postal wing the LSG (Accountant) officials presently working will be given promotion to HSG II General line and not in accounts line. This will be the same in RMS also.

6. The seniority of the officials already working as LSG ( Accountant ) in the PO wing will be placed in the LSG General Line Gradation list . They will be given promotion to HSGII in general line only. They will be placed below the LSG PO officials who were senior to them in the PA PO Cadre and above the LSG PO officials who were junior to them in the PA PO Cadre. This will be the same in RMS also.

7. The seniority of the officials already working as HSG II ( Accountant ) in PO wing will be placed in the HSG General Line Gradation list . They will be given promotion to HSGI General Line only. They will be placed below the HSGII PO officials who were senior to them in the PA PO Cadre and above the HSG II PO officials who were junior to them in the PA PO Cadre. This will be the same in RMS also.
