Directorate in Department of Posts has issued an OM No. PA-TECH/03-257-Non-Core Business dated 11/02/2025 regarding optimal Utilization of resources at Post Offices for Business Activities Identification of Non-Core Business activities at DDO Level, to be handled by the PAOS - Formation of Committee.
The committee will be formed for analyzing the feasibility of non core business activities which are being handled at DDO will be transferred to PAO in order to effective and optima utilization of man power at Post Offices for business activities.

Sub: Optimal Utilization of resources at Post Offices for Business Activities Identification of Non-Core Business activities at DDO Level, to be handled by the PAOS - Formation of Committee - reg
This is regarding transformation of the Department of Posts from "Cost Centre" to "Profit Centre". This requires revamping the Department in a wide range of business activities with the support of technology and adequate human resources. It is imperative to optimize resources, streamline financial operations, and enhance focus on the Business. With the Department's expanding business profile, non-core business activities handled by the DDOS may be handled at PAOS for optimal utilization of the resources at Post Offices for Business needs. 2. In this connection, the following Committee is formed with the Terms of Reference, as mentioned below, with the approval of Secretary (Posts).

Terms of Reference:
1. Existing activities carried out at DDO level in all the Wings of the Department.
2. Examine the need to transfer the non-core business function to PAOS.
3. Pros and Cons of transferring the non-core business function to PAOS.
4. Identification of the non-core business function to be transferred to PAO, with road map for transition, if any.
5. Technological enablement, in case the proposal is found viable.
