Subject: Clarification regarding processing of Bills after discontinuation of Bill Mail Service & National Bill mail Service on concessional rates.

This is with reference to communications received in the Directorate seeking clarification regarding processing of bills following the discontinuation of Bill Mail Service (BMS) & National Bill Mail Service (NBMS) on concessional rates.

2. In this regard, it is clarified that the decision to discontinue BMS and NBMS was taken after thorough review and analysis, considering the declining revenue trends, restrictive operational conditions, and the inability of the services to meet evolving market requirements.

3. It does not seem beneficial to keep a product with discounted rates considering contents inside the envelope with equivalent cost of operations. The bulk customers may be suggested using other postal products considering the volume and requirements. It is essential that all circles ensure a smooth transition by adhering to the revised guidelines and addressing customer concerns appropriately.

These provisions shall remain in effect until further orders.

This issues with the approval of the competent authority.
