OFFICE MEMORANDUM

Subject: Termination of practice of Fund transfer/Loans from Welfare Funds to Sports Fund accounts at Circle Level.

It has been observed that Circles have adopted a practice of taking loan/transfer of funds from Welfare Board to Sports Board for carrying out sports related activities in addition to the grant allocated to the Circle Sports Board by this Directorate without any provision for the same in the Constitution of Postal Services Staff Welfare Board/ Postal Sports Board. After taking loan from the Welfare Board, Circles request the Directorate for allocation of fund for clearing their liabilities that includes loan re-payments also. This is an irregular practice and needs to be stopped forthwith.

2.Circles are hereby directed to terminate this practice with immediate effect, and, are advised to keep their expenditure limited to the grant allocated to them for the particular financial year as is expected in all matters of finance and budgeting in the functioning of the Government of India.

3.This issues with the approval of Member (HRD).
