Revision/Amendment in Recruitment Rules for the post of Postal Service Group 'B'

The All India Association of Supervisor Cadre (AIASC) is voicing concerns over the proposed recruitment rules for Postal Service (PS) Group 'B' Cadre. The association strongly opposes the new methodology that eliminates the 25% Limited Departmental Competitive Examination (LDCE) quota, which was previously set aside for General Line Cadre officials.

Historically, General Line Cadre officials held 6% of posts in PS Group-B before the restructuring. However, after the merger of Postmaster Group-B with PS Group-B, their representation became negligible. The elimination of the LDCE quota has significant implications, as it:
  • Eliminates promotional opportunities: HSG-I officials will no longer have avenues for career advancement.
  • Creates pay parity issues: HSG-I officials remain stagnant at Pay Level 7, while IP and ASP cadres are positioned in Pay Levels 7 and 8, respectively.
  • Fosters discrimination: Unlike other government departments, the General Line Cadre in the Postal Department faces systemic discrimination, with limited promotional opportunities.
The AIASC proposes several solutions to address these concerns:
  • Reintroduce a 50:50 selection ratio: Divide PS Group-B posts equally between DPC and LDCE.
  • Interchangeable postings: Allow HSG-I and ASP officials to switch roles, promoting departmental growth.
  • Proportional representation: Increase the reserved percentage in PS Group-B to 30% for General Line Cadre officials.
  • Revive Postmaster Cadre pathways: Restore promotional opportunities for officials from the abolished Postmaster Cadre.
