The government sounds a death knell for the future of our prestigious Postal Department.

Dear Prakash,

This is regarding rationalization of Departmental Post Offices, functioning in Rural/Urban areas and urban BOs in your Circle. In this regard, please also refer to the DO letter no. Q-25/22/2024-PE-1-DOP Dated 15th January, 2025 from DDG(Establishment) on Special Establishment Review of Departmental Post Offices.

2.It has been observed that due to rapid urbanization, the cities have expanded faster however, there is still need to match the speed of urbanization and development of Postal network in these areas. On the other hand, there are more BOS/SOS in old areas of the city/town due to non-rationalization of Postal network in a holistic manner, since long,

3.(i)Following scenarios are commonly visible at the field level:
Surrounding areas of many tier-1 cities like Greater Noida, Ghaziabad, Secunderabad, Navi Mumbai, Chennai, etc. have expanded faster and only BOs are providing delivery facilities at these places which are yet to be upgraded to delivery SOs.

(ii) Many Single handed Post Offices are justified to be upgraded to Double handed Post Offices, but are yet to be upgraded.

(iii) There are some Single handed SOs/BOs functioning in urban areas which are profit making and having good number of transactions, but are yet to be upgraded. 

(iv) There are some SOs/BOs functioning in the urban areas which are not fulfilling distance and income criteria but are still functioning without relocation. 

(v) There are some non-operative or temporarily merged SOs/BOs in urban areas which are not re-located for at-least 1 year.

(vi) There are some TNF SOS/BOs in the urban areas which are still functional in manual mode.

4.Many references from the public and VIP references from Hon'ble MLAs, MPs and Ministers are also being received at Directorate level requesting to address the grievances arising out of situation mentioned above. In this context, it is necessary to analyze at the Circle level to rationalize Postal network aligning with norms for opening new Post Offices. These references can also be taken up during the rationalization of network.

5. Therefore, Circles are requested to initiate rationalization of network exercise in close coordination with the exercise already being undertaken vide the Establishment Division as per above mentioned letter. Your circle should be ready with Number/ Name of BOs functional in urban areas to be relocated due to distance/income norms, Number/ Name of SOs to be Opened by upgradation of BOS by Relocation/ Redeployment, Number/ Name of SOS to be upgraded from Single handed to Double handed etc. to cater to the need of public arising out of rapid urbanization.

6.This information/ action taken report in terms of Number/ Names of the Post offices should be ready with Circle by 28th February, 2025 so that further action on Re-location/ Re-deployment can be initiated in a time bound manner.
