With reference to the subject above, it has been observed that most of the Post offices in the Circle are directing the SSA depositor/guardian approaching for conversion of their account from minor to major status to the Office where SSA was opened initially (Parent SOL). This is leading to customer inconvenience as in many cases parent SOL is located in different district /different state.

Existing POSB guideline on the subject is dealt in Rule 128(1) of POSB (CBS) Manual (Corrected up to 31.12.2021) which is reproduced as below:-

"Girl Child has to get account converted to her name on attaining the age of 18 years by submitting fresh identification and address documents from the list of officially valid documents mentioned for opening of a savings account"

It is very clear from above that ruling position does not mandatorily require physical visit of the customer to parent post office for conversion. Hence, present practice of demanding customer to visit parent SOL for conversion of CIF & changing mode of operation the customers is incorrect and defeats the purpose of having in a place a Core Banking System.

In this regard, it is hereby strictly instructed to ensure that SSA depositor/guardian approaching any Post Office in the Circle for conversion of SSA from minor to major status, are not diverted to the parent SOL.

A. Procedure to be followed at post office(including branch post office) receiving the customer request:

(i)Accept customer request: Post Office approached by the customer including branch post offices shall obtain the necessary documents required for conversion such as revised AoF and KYC, verify the same and forward it to the SOL at which the SSA was opened [through service registered post] for initiating &completing conversion of the account.

B. Procedure to be followed at post office where SSA account is maintained:

i. When such requests are received through other Post Offices in the Circle, the concerned Postmaster will ensure the conversion of CIF & modifying the mode of operation for the account is completed on the same day of receipt of verified documents.

ii. Forward the SB-KYC form to CBS-CPC on the same day and file the revised AOF & KYC documents received in the concerned guard file.

iii. Intimate the completion of processing through email to the Post Office where request was initiated.

It is requested to ensure wide circulation of these instructions.
