SUB: Request to stop to the introduction of IDC- reg.
REF: Arising
We submit the following for the kind consideration and favourable orders please.
(1) Our department has decided to introduce the Independent Delivery Centers very recently and even when the proposal is in very primitive stage in Tamilnadu circle areas were identified viz Ambattur Industrial Estate in Tambaram Dn and Anna Nagar Western Extension in Chennai City Noth Dn by identifying all the postmen beats as mechanized. This system is not at all possible and feasible for the countries like India especially in Tamil Nadu.
(2) In Tamil Nadu many areas like Chennai are suffering from Metro Rail Project and severe traffic. The IDC system will not be helpful for general public. As well as the employees will be suffering a lot. Many numbers of delivery persons are not having own two wheelers and they are doing delivery through Bicycles only. Delivery will not be able to do promptly and serve to the public perfectly.
(3) As per the Directorate guidelines regarding transfer under Rule 38 stating that the vacancies of PM/MG and MTS should be notified as Zero after notification of PM/MG and MTS examination. It is making highly disappointing for our employees those who are waiting for Rule 38 working other than their parent divisions. Hence the old system may kindly be followed by scrapping the new one.
(4) In our circle many of the divisional heads are not obtaining the forms i.e. Form - 3, Form of option for pension Driving License etc... while their appointments. Now the divisional head in major number of divisions they are threatening the employees for obtaining of Driving License without getting consent from the employees concerned. Because the option for getting fuel allowance belongs to the employees only.
(5) Early restoration of merged L2 offices (nearly 10 in number) in our circle is requested.
The merging of RMS units should be stopped and also shifting and vacating of RMS from Railway premises need to be stopped in T.N. Circle
(6) The alternative space to be provided for Airmail Sorting Division within the Airport premises.
(7) The wrong assessment of vacancies in some Regions need to be rectified and the date of joining of MTS due to the administrative delay in issue of orders need to be rectified by treating the date of joining notionally as 01.01.25 as done for newly qualified Ips.
Hence our union requests our Hon'ble Chief PMG to intervene in to the above mentioned cases and give a favourable solution.
If not so we have no other option but to go in for trade union activities with effect from 27.01.2025. As a first phase evening demonstration in front of all Divisional Office on 27.01.25 is announced. Next step of agitation will be announced in due course.
