Subject: Appointment of 8th Central Pay Commission - Inclusion of issues of Gramin Dak Sevaks in the terms of reference of the Commission - Prayer for.
Respected Sir,
With utmost respect, we on behalf of the 2.60 lakh Gramin Dak Sevaks of the Department of Posts pay deep gratitude to you and your decision to appoint 8th Central Pay Commission. Being encouraged by your action to uplift the status of the downtrodden and end discrimination, we respectfully venture to encroach upon your most valuable time to place our problem before your good self for solution.
1. That we are the Sevaks (servants) who provide and extend postal services, including banking system, IPPB, Direct Benefit Transfer (DBT) to the beneficiaries of social security schemes launched by central and state Governments, encourage/mobilize savings, insurance and IPPB operations but we have been victims of discrimination in pay and service conditions.
2. The Honourable Supreme Court of India in Rajamma's case observed that the relation between state and extra-departmental agent (EDAS) as they were then called is that of master and servant, though separate from regular civil servants. The judgement has not been fully implemented. It is justified that pay and service conditions of Grameen Dak Sevaks are referred to the CPC.

3. The issue of Pay and Service conditions of these employees was referred to the 1st CPC recommendations. Thereafter, for such employees separate committees are being appointed. The 4th CPC categorically observed and held that it was not inclined to exclude the ED agents from its purview and explicitly termed the ED agents i.e., Gramin Dak Sevaks as Central Government employees & holder of Civil Posts.
4. At the time of appointment of the 7th CPC, the Department of Posts had recommended to the Government that the issue of pay and service conditions should be included with the terms of reference of the CPC. This was not agreed.
The Kamlesh Chandra Committee which was appointed for the GDS thereafter has also made a recommendation that GDS issues should in future be referred to the CPCs.
