Subject: Data requirement in connection with Consultancy Project for Mail & Parcel Optimization Project (MPOP) of the Department of Posts - reg.

M/s McKinsey & Company India LLP has been onboarded as Project Consultant by the Department of Posts on 28th November, 2024 for the Consultancy Project of Mail & Parcel Optimization Project (MPOP).

2. The MPOP consultancy project envisage revamping the document, parcel and international mail segment of the Department. As part of the Project, the consultant will study the Courier & Express Parcel (CEP) market and will help the Department in preparing a business and marketing strategy & business and marketing plans for India Post in the context of new opportunities in express document, parcel, e-commerce market in India. Accordingly, organization structure for document and parcel will also be restructured.

2.1 Besides, the consultant will help the Department in rebuilding/optimizing the processing hubs for parcel and documents (domestic/international) in terms of number and locational logic as well as network flow among them. Besides, processes followed in booking offices, Processing Hubs, transmission hubs and delivery offices would also be redesigned as per best practices prevalent in the CEP market. Transmission network as well as transmission channels will also be optimized under the Project to ensure expedited transmission. The new network and redesigned processes would ensure that each piece of document or parcel or bag would be properly accounted for at each stage of processing with a safe, secure, reliable and timely booking, processing, transmission and delivery mechanism.

2.2 An online monitoring system based on Key Performance Indicators (KPIs) would also be developed in line with the best practices prevalent in the courier market keeping in view the developing IT architecture in the CEP market to ensure robust monitoring of mail & parcel operations so as to ensure track each and every piece of document/parcel.

3. As part of the consultancy project, the Consultant has requested the Department of Posts to supply the following sets of data urgently to develop an understanding of the Department's document and parcel business as well as processing hub, transmission & delivery network:

The data is required to be supplied by the Circles in the attached excel sheets. One sheet each in the master excel has been provided for each set of data requirement. Besides, guidelines have also been provided to explain the process for filling up the relevant data in each of the sheet. Further, to ease the process of filling up the data, nodal officials has been nominated at the Directorate. Accordingly, following officials from Mails Division/Parcel Directorate may be contacted by the field units for any kind of clarification regarding filling up of the data in the Sheet:

DPS (Mails) of the Circle has been nominated as the nodal person for the data collection exercise for the consultancy project. In case DPS (Mails) is not available in the Circle, DPS (HQ) of the Circle will function as nodal person. Besides, APMG (Mails)/AD (Mails) will assist the DPS (Mails)/DPS (HQ) in the data collection exercise and will function as sub-nodal officer.

6.As the data collection exercise is to be carried out in the time-bound manner, Circles are requested to complete the data collection exercise within a week and forward the filled up excel sheets to the Directorate by 7th January, 2024.

7.A meeting through VC with the Circles to discuss the formats will be held on 30th December, 2024 at 15.00 hrs. Link for the meeting will be shared in the due course. DPS (Mails)/DPS (HQ) along with APMG (Mails)/AD (Mails) shall attend the VC meeting.

8.The filled up sheets may be forwarded to the Postal Directorate/Parcel Directorate on e-mail i.d. mpopdop2024@gmail.com and parceldte@gmail.com by 7th January, 2024.
