Clarification on timely payment of GPF Final Payment to the retiring Government Servant

Timely Payment of GPF Final Payment to Retiring Government Servants clarification issued by the P&PW department is forwarded by the DOP vide in its letter No. 4-1(25)/2024 - Pension dated 13/11/2024. Gist of Letter No 3/3/2016-P&PW (F) dated 16/01/2017
  • The Indian government's Department of Pension & Pensioners' Welfare issued an office memorandum clarifying the timely payment of General Provident Fund (GPF) final payments to retiring government servants, addressing concerns about interest on delayed payments.
  • According to Rule 34 of the General Provident Fund (Central Service) Rules, 1960, the Accounts Officer is responsible for promptly disbursing the GPF amount upon a subscriber's retirement; the GPF amount is the sole asset of the individual, unaffected by any pending disciplinary actions.
  • Rule 11(4) mandates the payment of interest on the GPF balance if not paid upon retirement; interest is payable for the period beyond the retirement date, with varying approval levels needed depending on the delay duration.
  • A previous office memorandum (No. 3/3/2016-P&PW(F) dated 16th January 2017) detailed the procedures for timely GPF payment, emphasizing the need to avoid unnecessary financial burdens from interest payments due to delays.
  • To ensure timely payments and accountability, any case requiring interest payment under Rule 11(4) must be reviewed by the Administrative Ministry/Department Secretary, who will determine responsibility for delays and take appropriate action against those at fault.
