Sub: Opposition to Payment of Petrol Allowance to GDSMD and Postman Staff Utilizing Motorcycles.
Ref: No. 16-02/2024-D Dated 25.10.2024.
Respected Madam,
This union opposes the proposal to introduce petrol allowances for GDSMD and postman staff using motorcycles for delivery duties. The following points highlight our concerns:
1) Implementing such a proposal without consulting service associations undermine the principles of fairness and mutual understanding. This approach disregards the challenges faced by GDS employees, who are the backbone of rural postal delivery services.
2) Financial Burden on GDS Staff: GDS employees, already among the lowest-paid staff, bear numerous expenses, including accommodation, mobile phones, and other essentials for service delivery. Expecting GDS employees to afford and maintain motorcycles is unrealistic and imposes undue financial stress.
3) Adverse Effects of Time Factor Reduction:
a) The reduction of time factors, as seen with cycle allowances, would exacerbate workloads. For instance, time factors for congested and uncongested areas could fall below 9 minutes and 6 minutes, respectively.
b) This would result in downgrading of TRCA slabs, merging duties, and abolishing existing GDSMD and postman posts, severely impacting the livelihood of delivery staff.
4) Unsustainable Expectations: GDS employees cannot be expected to bring motorcycles from their personal resources, given their already strained financial conditions.
This proposal, introduced without proper consultation, is impractical and disproportionately harms GDSMD and postman staff, disrupting their lives and work.
We, therefore, urge the Department to withdraw this measure immediately and consider the ground realities and hardships faced by GDS employees.
