Subject: Upgradation of GDS Posts to Departmental Posts such as Postman and Group D.
Respected Sir
We are all aware of your relentless efforts to secure the regularization of Gramin Dak Sevaks (GDS) and to extend departmental staff benefits to GDS employees. In this regard, the following facts may strengthen your arguments with the administration
1. In C class post offices, the workload of the Sub-Postmaster (SPM) is capped at 7 hours and 30 minutes. When the workload exceeds this limit and reaches 10 hours, an additional post of Postal Assistant (PA) is sanctioned. Subsequently, the workload is shared between the SPM and the PA, reducing their individual workloads to 5 hours each, which Justifies their entitlement to all benefits of departmental employees.
2. A similar principle applies to other LSG (Lower Selection Grade) and HPO (Head Past Office) offices, where an excess workload of 5 hours over the existing staff jus the sanction of additional departmental posts such as Postal Assistants or Group D staff.
3. Applying this yardstick to GDS posts, any GDS staff with a workload of 5 hours or more should be considered for regularization. These posts could be upgraded to departmental posts, allowing the CDS employees appointed to these positions to enjoy the same benefits as Postal Assistants, Postmen, or Group D staff
4. In cases where GDS posts remain vacant, combining these posts to create a single post with a workload exceeding 5 hours (up to 8 hours) would justify converting such posts into departmental positions. The GDG performing these combined duties should then be granted the benefits of departmental staff.
We, therefore, request your kind intervention to consider the above points and take appropriate steps toward the departmentalization of GDS posts. This approach would not only ensure that all GDS employees are regularized but also provide them with party in benefits with departmental staff
With regards
Yours faithfully,
Mahadevalah General Secretary
