Sub: SoP regarding disposal of RICT devices supplied by RH vendor (TCIL) under Rural Hardware (RH) - DARPAN Project
Kindly find attached the SOP relating to returning of RICT devices, which were supplied under IT Modernization 1.0 which had not completed 5 years of services by 30.09.2023. These 42,671 devices along with buffer stock and the devices which were not rolled out (if any) need to be returned back to RH vendor (TCIL) under Rural
Hardware (RH) DARPAN Project.
2. Circles are requested to follow the SoP before handing over the devices to RH vendors, who will pick up devices from Divisional office.
3. This issues with approval of the Competent Authority.

SOP FOR RETURN OF RICT DEVICES AND PERIPHERALS
1. This lays down the procedure for returning the 46,271 RICT devices and peripherals to RH vendor that had not completed 5 years of Operations & Maintenance support by 30.09.2023.
The details of 46,271 RICT solutions is attached as Annexure.
Preliminary action
2. The following activity shall be taken before handing over of RICT devices and peripherals to RH vendor: -
a. Before returning the devices & peripherals to RH vendor, Circle should ensure that there is no data stored in the device. The device should be thoroughly formatted.
b. The devices along with its peripherals should be packed in its carrying bag.
c. The devices along with its peripherals should be brought to the Divisional Office for returning to RH vendor.
d. While returning the RICT devices and its peripheral, an inventory should be
prepared by Circles, where device number (serial number), date of return etc.
should be mentioned. A certificate of receipt of the returned devices should be obtained from vendor.
e. Copy of the inventory record should be kept in Division/Circle and Circle wise consolidated report be sent to PMU Division and RB Division.
f. This exercise should be completed in a month time.
3. After receipt of return certificate from Circles, a consolidated certificate of return may be issued to RH by the Directorate.
