Revised condemnation norms for vehicles in Department of Posts

Sub.- Revised condemnation norms for vehicles-reg.

References are being received in this Directorate while facing difficulties in handling condemnation cases considering old condemnation norms issued by the Department of Expenditure (DOE).

2. In view of the DOE O.M. No. 01(14)/2016-E.II(A)(Part-III) dated 1st April, 2024, the revised condemnation norms for vehicles are as follow:-

3. The classification of vehicles as per Motor Vehicle Act, 1988, amended by Motor Vehicle (Amendment) Act, 2019, is as follow: -

Vehicle Category Classification of vehicle as per Motor Vehicle (Amendment) Act, 2019 Indicative models for the purpose of condemnation*
Light Motor Vehicle A Light Motor Vehicle means a transport vehicle or omnibus the gross weight of either of which or a motor car or tractor or road-roller the unladen weight of any of which, does not exceed 7,500 kilograms. Such as Tata 407, Tata 410, Tata 610, Tata 710, Tata 712, Tata sumo, M&M Bolero, Maruti ECCO/Omni, Maruti Ciaz, Tata Indigo, Eicher Pro 2059, Ashok Leyland Dost, Ashok Leyland partner 3320etc.or the vehicle which has unladen/gross vehicle weight of less than 7,500 kilograms.
Heavy Goods Vehicle A Heavy Goods Vehicle means any goods carriage the gross vehicle weight of which, or a tractor or a road-roller, the unladen weight of either of which, exceeds 12,000 kilograms. Such as Eicher Pro 2114 XP, Tata Ultra T- 16etc.or the vehicles which has unladen/gross vehicle weight of more than 12,000 kilograms.
Heavy Passenger Motor Vehicle A Heavy Passenger Motor Vehicle means any public service vehicle or private vehicle or educational institution bus or omnibus, the gross vehicle weight of any of which is, or a motor car, the Such as Buses
  unladen weight of which exceeds 12,000.  
Motor Cycles A two-wheeled motor vehicle, inclusive of any detachable side-car having extra wheel, attached to the motor vehicle. Such as mopeds, motor cycles and an scooters etc.

*In view of DoE 01(14)/2016-E.II(A)(Part-III) dated 1st April, 2024, the indicative list of above mentioned vehicles/models has been prepared for condemnation purpose.

4. In this context, it is clarified that the powers have been fully delegated to Head of Circle/Head of Department for condemnation and replacement of MMS operative vehicles/inspection vehicles as per this Directorate O.M. No. 6-1/2021-Fin. Coord dated30th July 2021 regarding revision of financial powers of the heads of circles and heads of the Departments in Department of Posts. The powers for grant of approval for all cases relating to premature condemnation of vehicles now lies with DoE, hence all cases relating to premature condemnation of vehicles be sent to this Directorate along with full justification for vehicles to be condemned.

This issues with the approval of competent authority.
