Subject: Request for Implementation of Stepping Up of Pay for Senior Government Servants
Dear Sir,
I am writing to bring to your attention a long-standing issue regarding the stepping up of pay for senior government servants. This matter has been discussed in various forums, including the Standing Committee of the National Council (JCM) meeting held on September 20, 2023.
The issue arises from the fact that senior government servants who were promoted or granted financial up-gradation prior to January 1, 2016, are receiving lower pay than their junior counterparts who were promoted or granted financial up-gradation after January 1, 2016. This anomaly has resulted in a significant pay disparity between seniors and juniors.
The Department of Expenditure, Ministry of Finance, Government of India, has already addressed this issue in the context of the Ministry of Defence and the Ministry of Railways. In both cases, the Department of Expenditure has informed the respective ministries that stepping up of pay may be allowed to senior government servants with reference to their junior counterparts.
However, despite the passage of over a year since the Standing Committee meeting, no Office Memorandum has been issued by the Department of Expenditure to extend this benefit to senior government servants working in other ministries and state governments.
I respectfully request that you take immediate action to address this issue and ensure that senior government servants working in all ministries and state governments receive equal pay in comparison to their junior counterparts.
Thousands of senior officials and employees are eagerly waiting for justice to be done and for them to receive their rightful pay. I hope that you will take prompt action to resolve this matter and bring relief to these affected individuals.
