Sub:- Request for allowing Rule38 December cycle for PA/SA-regd.
Recently Rule 38 quarterly cycles has been amended as half yearly cycle (i.e in March and September) vide Directorate order No,X-12/6/2021-SPN-II-DOP dated 04.12.2024 for the Cadres Group C and Group B. This is a really shocking for the staff who are waiting for Rule38.
My federation submitted a request (FNPO SG Lr No.1-1/Rule38/Guidelines/Transfer cycle dated 5.12.2024) to retain the existing quarterly Rule38 cycle system keeping in view of the officials who are recruiting in various circles though SSC and stay away from their home towns, but no positive reply till now.
But recently in Inspector Post cadre Rules 38 transfers from one circle to another circle has been considered vide Directorate memo No.X-07/15/2023-SPN-II(2) dated 26.12.2024. As IP candidates are also recruiting through SSC itself and considering their request is acceptable. But after change of the Rule 38 cycle wef 4.12.2024 considering Rule38 December quarter cycle for Inspector cadre and not allowing same provisions to other cadre is great injustice and against to the natural justice.
Hence my Federation requests the Hon'ble Member(P) to allow Rule 38 December cycle for all other cadres, who's requests are already pending as one time measure and from 2025 onwards kindly observe the Half Yearly Rule 38 cycle for all cadres without any discrimination.
An early action will be highly appreciated.
