Rationalization of Staff/Post Offices - DOP D.O Letter regarding Establishment Review

The Department of Posts is developing a software/portal to conduct Establishment Reviews of all Departmental Post Offices in one go, instead of the current practice of reviewing them at different periods. This new system aims to streamline the process and make it more efficient.

Key Features of the New System:

  • Work Assessment: Based on four months' data (February, May, August, and October) with an average of 25 working days per month.
  • Data Collection: Data available online will be extracted from respective modules, while data not available online will be filled in by field offices during a designated window.
  • Excel Sheet: CEPT has shared an Excel sheet with four worksheets (Establishment Review, Income, Cost, and Postman) that will auto-populate available data and allow end-users to modify it if necessary.

Implementation Timeline:

  • The software/portal is expected to be ready for deployment around December 15, 2024.
  • A one-week window will be provided for field offices to complete data entry.

Prioritization:

  • The Establishment Review of Post Offices and subsequent rationalization of Staff/Post Offices have been assigned top priority, as they are part of the Dashboard monitored by the Hon'ble MoC.

Please refer to the Directorate's letter of even number dated 14.11.2024, whereby it was informed that a software/portal is being developed by CEPT for conducting Establishment Review of all the Departmental Post Offices (Establishment and Income/Cost Review) in one go instead of the prevailing practice of different periodicity fixed for such Reviews at present.

2. The work assessment will be based on four months' data (one month for each quarter Feb, May, August, October - with average 25 working days p.m.). The data available in online mode with respect to FSI/CSI/DPMS etc. to the extent available to be extracted from respective module. The data not available in the online mode will have to be filled up by the field offices under the Postal Divisions during a window to be provided for this purpose.

3. In this respect, CEPT has shared an Excel Sheet (attached) with details of columns / offices count for which data is available in BI Tool in respect of Head offices and Sub Offices. The Excel sheet has 4 (four) worksheets, i.e., (i) Sheet -Establishment Review, (ii) Sheet 2-Income, (iii) Sheet 3-Cost, (iv) Sheet 4 -Postman. The available data in the BI tool will be auto populated to the end users and the end users will also be able to modify the same, if required, by keeping record to support the changes for future reference.

4. The software/portal would be ready for deployment around 15.12.2024 and a short window of about a week will be provided to the field offices to complete the data entry.

5. I, therefore, request all the Circles to ensure that relevant data is kept ready for quick data entry in excel format so that as and when the aforesaid software/portal is deployed, exercise of conducting review of post offices is carried out in a time bound and effective manner.

6. I would like to bring to your notice that Establishment Review of the Post Offices and subsequent rationalization of Staff/Post Offices have assumed priority as both are parts of the Dash Board, which is monitored by the Hon'ble MoC. I, therefore, request you to please accord top priority to the same at your level.
