1. Sealed Cover Procedure: When a GDS is recommended for promotion by the Screening Committee, but is facing disciplinary proceedings or punishment, their case will be kept in a 'sealed cover'.

2. Effect of Punishment: If a GDS is under punishment, their promotion will be withheld until the punishment period is over. If the punishment involves recovery of loss, the promotion will be made after the recovery is complete.

3. Censure: A censure punishment will not affect the GDS's promotion.

4. Disciplinary Proceedings: If a GDS is recommended for promotion but is subsequently charged with disciplinary or criminal proceedings, their promotion will be withheld until they are exonerated.

5. Exoneration: If a GDS is exonerated after disciplinary or criminal proceedings, their sealed cover will be opened, and they will be promoted.

6. Penalty or Conviction: If a GDS is penalized or convicted, their sealed cover will not be acted upon, and their case for promotion will be considered in the next Screening Committee meeting.
