Sub: Establishment Review of the Post Offices-Rationalization of Staff/Post Offices - 

Reg Ref: DO No. Q-25/22/2021-PE-I-DPO dated 29-11-2024

W.r.t to the Directorate letter cite under reference regarding Establishment Review of all the Departmental Post Office (Establishment and Income/Cost Review)in one go and Rationalization of Staff/Post Offices.

On persuasion of the letter cited under reference on the subject it is to bring to the notice of the authority that Norms for assessment of work load is an important entity for Establishment Review. But ad-hoc norms of work load are only arrived after computerization, which are not comprehensive and inclusive of all the works being carried out at Post Offices. Even after computerization and implementation of Technology, orders were not issued for discontinuation and maintenance of many manual records. Many of the registers, reports have been continuing and compelled to continue in manual mode. Norms were not arrived for many of the works specifically in Accounts Branch, PLI-RPLI CPCS, Complaints, Preventive vigilance measures and Miscellaneous works.

Hence carrying out the Establishment Review at the stage without finalizing the norms of work load and proceeding on Ad-hoc Norms may not result in complete calculation of work load of filed level offices. Further process of Rationalization of staff and Post Offices without finalization of Regular Norms for work load at the outset of Computerization will not reflect factual position at field level work carried out by the staff and is stage for great injustice.

In Hyderabad CAT OA No.337/2020 Hyderabad GPO case judgment directed the department to finalize regular CSI norms for assessment of workload till such time down gradation of Hyd GPO should be stopped. As Project 2.0 is in the pipeline the adhoc norms are in fructuous. For income and cost work we need a fresh formula because there is no yardstick to assess the income from various schemes like Passpost Sevakendra, Aadhar etc.

In this connection it is to request to finalize the work norms with the consent of stake holders before proceeding to Establishment Review and Income and Cost Review. Meanwhile the process expedited in letter cited under reference may please be kept on hold.
