NO.ST/JTS-STS/Transfers-Postings/2024 dated at Hyderabad- 500 001 the 16.12.2024

In pursuance of the orders contained in Directorate memo no 4-5/2019-SPG cated 26.11.2024, the Competent Authority has ordered promotion and posting of the following officers to the Junior Time Scale(JTS) of Indian Postal Service (IPOS), Group 'A' on regular basis in the Level-10 (Rs.56100-177500) of the Pay Matrix [Pre-revised Pay Scale (Pay Band- 3) of Rs.15600-39100+Grade Pay: Rs.5400/-] with effect from the date of assumption of charge and until further orders.

2. The promotion of the officers shall be subject to final outcome of the following court cases and also subject to any other order passed by any competent courts in any other connected matters:-

i. WP No.25171/2020 before the Hon'ble High Court of Andhra Pradesh

ii. WP No.22403/2021 before the Hon'ble High Court of Telangana (tagged with above WP No.25171/2020)

iii. SLP(C) No.30621 of 2011 before the Hon'ble Supreme Court of India in Jarna:l Singh batch of cases.

3. VIGILANCE/DISCIPLINARY CASE, IF ANY:

3.1 The promotion of the officer should be withheld in case the officer is under suspension or a charge-sheet has been issued to the official or prosecution for a criminal charge is pending against the official as per DoPT's O.M. No.22011/4/91-Estt. (A) dated 14.09.1992. In all such cases, the officer should not be relieved for posting without obtaining specific orders from this office. The promotion of the officer should not be withheld on the mere ground that disciplinary action is contemplated.

3.2 The officers against whom any punishment is current except censure shall not be promoted before expiry of currency of punishment in terms of DoPT's OM No.22034/5/2004- Estt.(D) dated 15.12.2004. A report of such cases, if any, in this regard may be submitted immediately to ADG (SPG), Department of Posts, New Delhi-110001 under intimation to this office. In case period of punishment is reduced/ increased due to revision in punishment order of the officer, the matter may be brought to the notice of this office.

4. The promotions will have only prospective effect as per the instructions contained in Para 6.4.4 of the DoP&T OM No.22011/5/86-Estt(D) dated 10.04.1989 which states that the promotion will have prospective effect even in cases where the vacancies relate to the earlier years.

5. The service rendered on ad-hoc basis in the grade would not count for the purpose of seniority in that grade or eligibility for promotion to the next higher grade.

6. In case the officers wish to choose the date for fixation of pay under FR-22(1)(a)(1), they car. do so within one month from the date of assumption of charge. Further, where ad- hoc promotion is followed by regular promotion without break, the option is admissible as from the date of initial promotion, to be exercised within one month from the date of assumption of charge on regular promotion as per the instructions contained in the DoP&T's OM No.13/2/2007-Pay-I dated 10.08.2017.

7. Officers in the above list shall be relieved immediately with the directions to join their place of posting on promotion without any delay and their charge reports may be sent to Circle Office/ Directorate in due course.

8. If any officer does not join within one month from the date of issue of Directorate order, it will be presumed that he/she has declined the promotion and this should be brought to the notice of this office immediately.

9. No representation regarding re-allotment from any of the officers will be entertained in any case unless he/she joins the promotional post.

Necessary charge reports may be sent to all concerned.
