Sub:-Holding of day long hunger fast Dharna @ Dak Bhavan, New Delhi - Regd.
Ref:- DDG(P) DO letter No.SR-08/11/2023-SR-DOP dated 27.12.2024
The PJCA convey thanks to the Department for acknowledging our notice for Hunger fast before Dak Bhavan on 2.1.2025 on very serious policy matters and for sending an appeal to drop the proposed agitation.
In this connection the PJCA is not agreeing the DDG (P) appeal dated 27.12.2024 with the following reasons and decided to go on for the day long hunger fast on 2.1.25 which may follow serious trade union action including strike if demands are not settled.
1. The notice for hunger fast given by FNPO and NFPE both affiliated unions (recognized & applicant) but appeal copy not endorsed to applicant union/non recognized/so called de- recognized Federation/unions. This is clear evidence that how much serious about the demands of the stakeholder unions. More over there has been no positive result till date on any of the demands.
2. In the appeal it is stated that all the grievances of all sections of postal employees were discussed in detail. Its true but there is no positive action still date on many important items.
3. Once again it is pertinent to mention that all the stake holder unions opposed the merger of RMS units with a good and valid reason that "there is no additional financial loss, it will arrest the delay in mail transmission and will avoid back routing of mails.
4. On one hand department is trying to increase mails and parcel business and other hand we are decreasing our network which is quite irrational.
5. As major stake holders the PJCA is concerned about growth of the Department and welfare of the employees. Hence the demand for restoration of Departmental council so that negotiation with the stakeholders is must before taking any policy decisions or changes in the time tested functioning.
6. Introduction central delivery system will much effect so called public services like Aadhar enrollment, IPPB, Aeps payments etc because all such services are performing by the Postmen staff from nearest post office available at their residence. Delivery of mails also will be delayed.
7. Department conducted meeting twice on 8.11.24 and 6.12.24 about merger of RMS offices but till now no minutes issued and not considered unions/circles views.
In view of above all reasons the PJCA refuses to accept the appeal of the DDG(P) dated 2.1.2025 which may compel us to resort to Industrial Trade union action including Strike.
