GDS Limited Transfer Facility

The minimum engagement period for transfer under the Limited Transfer Facility (LTF) is 2 years of continuous engagement. However, this condition is relaxed until December 31, 2025, for GDS officials engaged before July 1, 2024. These officials can be considered for transfer even with just 1 year of continuous engagement.
Mutual Exchange Facility
The Mutual Exchange Facility allows transfers after completing 1 year of continuous engagement.
Maximum eligibility of transfer in their entire engagement
Male GDS officials have 2 chances, while female GDS officials have 3 chances. There's a 1-year cooling-off period between successive transfers.
Eligibility and Application
GDS LTF is only permissible within the same level of TRCA. The online transfer cycle is issued every 6 months. GDS officials can apply for vacancies in one division, provided they meet the eligibility criteria. All verification formalities, including caste, education, and police verification reports, must be completed.
Restrictions
GDS officials under put-off duty or facing disciplinary action, police cases, or court cases are not eligible for transfer. If a GDS official has already been transferred on administrative or vigilance grounds, another transfer will not be recommended if there are pending disciplinary cases or investigations.
Withdrawal and Refusal
Transfer requests can be withdrawn during the window period. If a transfer order is issued and the GDS official refuses to accept it, it will be considered as "availed.
Eligibility and Conditions
- Past engagement period will be counted for assessing eligibility for departmental examinations and annual increments.
- Once transferred, a GDS will not be able to return to their previous engagement/recruitment unit/division under any circumstances. However, they can apply for transfer to their parent division again.
Seniority and Transfer
- When a GDS is transferred at their own request, they will rank junior in the seniority list of the new unit to all existing GDS employees as of the transfer date.
- The inter-se seniority of two or more GDS employees upon transfer to the same division/sub-division will be determined by their date of joining the department.
Priority for Transfer
The order of priority for transfer applications is as follows:
1. GDS with disabilities
2. Female GDS (spouse ground) - certificates required
3. Male GDS (spouse ground) - certificates required
4. Date of engagement
5. Female GDS date of birth
6. Date and time of application
Spouse Ground Transfer
- To avail preference under the spouse ground, the GDS's spouse must be employed in a central/state/PSU/undertaking or subordinate organization.
Online Transfer Process
- Transfer applications will only be accepted through online mode.
- The online transfer process must be completed before the issuance of online engagement notifications.
- Approved transfer orders will be generated by the system and issued by the appropriate authorities.
