Clarification regrading MACP Promotion for MTS/Postman in Department of Posts

Whether promotion through Departmental Examination should be considered as direct entry is pending before the Honorable Supreme Court of India.

Dear Shri M. Shanmugam Ji,

Please refer to your D.O. letter dated 03.09.2024 regarding grant of MACP to MTS/Postmen by treating their regular promotion to PA cadre through Ltd. Deptt. Competitive Exam as direct entry grade.

I have got the matter examined in the Department. It has been informed that as per the policy of the Government of India, promotion to any post, either on seniority-cum-fitness basis or by qualifying in a Departmental Examination, is counted as a financial upgradation under the MACP Scheme. Further, a matter regarding the question of law whether promotion through Departmental Examination should be considered as direct entry is pending before the Hon'ble Supreme Court of India.
