Sub: reg. clarification of bag closing pattern for common processing of Speed Post and Registered articles at single hub
In this regard some references to clarify bag closing pattern were received from the Circles and other stakeholders. Accordingly, bag closing pattern has been elaborated and attached in Annexure-A for further necessary action.

(A) Domestic articles
(1) Post Offices mapped with NSH
Registered Packets*- One single bag with Green Color bag label** marked in bold letters with "RPkt"
No change in respect of TD, NTD and Station articles.
(2) Post Offices Mapped with ICHS
TD Bag. To the ICH with orange color bag label containing the articles (Speed Post and Registered articles) to be delivered among the post offices of the ICH NTD Bag- To the ICH with orange color bag label containing the articles (Speed Post and Registered articles) to be delivered in the post offices mapped with the NSHS/ICHS (Intra Circle) and NSHS (Inter Circle) #.
Registered Packets"- One single bag with Green Color bag label** marked in bold letters with "RPkt"
No change in respect of Station articles.
(# ICH will further process the Speed Post and Registered articles and send the closed bags (with orange color bag label) to the Intra Circle NSHS/ICHS. Bags addressed to parent NSH will also contain the articles to be delivered in other Circles.
(3) Between Hubs (including Inter Circle and Intra Circle)
Speed Post and Registered articles- Orange color bag label bold marked with "AIR" or "SURFACE" whichever having delivery benefits.
Registered Packets*- Green Color bag label** with bold letters "RPkt" and "SURFACE"
(*Domestic Registered Book Packets, Registered Book Packets containing printed books, periodicals, Registered News Paper, Registered Newspaper bundle, Sample Pattern packet, Blind Literature etc.)
(**Existing Green Color Label (earlier used for Registered bags) shall be used till all such bag labels are consumed. Circles shall print "E" series bag barcode label for pasting over "R" bag barcode label already printed on Green Label. Till than Circles can use these bag barcode labels by modifying it in "E" series manually
(B) International Outbound Articles
In case of International Outbound articles process mentioned in the IR &GB Division O.M. No. CF-71/16/2022-CF-DoP Dated 22.06.2023 shall be followed.
The post office closing direct bags for mapped FPO (if volume justified (at least 10kg/15 articles daily for each category and approved by Circle/region) as prescribed in aforesaid O. M. shall prepare separate bags for FPO in following manner:
iii. EMS in Orange Color Bag Label by writing "EMS" in bold letters
Registered articles in Orange Color Bag Label by writing "Fgn. Regd" in bold letters
ITPS item in Orange Color Bag Label by writing "ITPS" in bold letters iv. If Post offices send International Outbound mail to NSHS (if the volume is not justified), international mail (EMS document, registered & ITPS) may be sent in one bag. NSHs will segregate the items category-wise and close the bag to mapped FPO in the similar manner as prescribed above in (i). (ii) and (iii).
V. Best transmission mode shall be used to ensure early receipt of bags at FPOs concerned.
