Seniority in Circle/Divisional Gradation List in Department of Posts

Gradation Lists and Seniority:

Circle Gradation Lists are issued every 6 years, while Divisional Gradation Lists are issued every 3 years.

Seniority Determination:

As per DOPT OM No. 20011/5/90-Estt(D) dated 04.11.1992, seniority is determined by the order of merit at initial appointment, not by community or category (Para 3).

Reservation Roster:

The reservation roster identifies vacancies for specific categories but does not influence seniority.

Key Points:

1. Merit marks determine seniority.
2. Officials from other circles (Rule 38) are placed as RRR candidates based on their joining date.
3. Seniority alternates between Direct Recruitment (DR) and Departmental Promotion (DP) as per DOPT OM No. 22011/7/86-Estt(D) dated 03.07.1986.


Postal Assistant recruitment comprises:
  • 60% Direct Recruitment
  • 40% Limited Departmental Competitive Examination (LDCE)
Seniority will follow the sequence: DP, DR, DP, DR, and so on.
