3. APPLICABILITY OF APAR benchmark for MACP

Ø Under MACP, three financial upgradations are allowed after completion of 10,20,30 years of service.

Ø For MACP up to Pay level 11 & below as per 7th CPC Pay matrix- APAR grading very good(numerical grading 6.0) needed w.e.f 25.07.2016 i.e from the year 2016-2017 APAR. For previous years before 2016, good ( 4.0) is enough

Ø For example - for an employee, MACP is due by April 2020, his last 5 preceding year APAR will be taken into account. He should get at least
2014-2015 -- Good--4.0
2015-2016 -- Good--4.0
2016-2017 – Very Good--6.0
2017-2018 -- Very Good--6.0
2018-2019 -- Very Good--6.0

Most important: Only APAR benchmark is not significant in granting MACP. MACP may be given to officials having benchmark of less than 6 provided the screening committee should recommend the case.

As per the Directorate letter No.4-7 (MACPS)/2019-PCC dt 22.12.2021 the position of application of bench mark is modified that the screening committee enjoy full discretion to devise its own methods and procedures for the objective assessment of the suitability of the candidates who are to be considered by them. In the said order it is emphasized to reassessment of suitability once again by the screening committee who were not considered fit for MACP earlier and to review all such cases.
