This is regarding penalties imposed on Post Office Aadhaar Centers by UIDAI for the errors by the Operators while doing Aadhaar transactions. Please refer to BD Directorate's letter no. 36-15/2017-BD&MD (pt V) Voll dated 24.04.2023 on the matter vide which revised policy of UIDAI on penalties to the registrars was shared.

2. It is clear from the revised UIDAI policy (Attached as Annexure 'A') that the amount as penalties deducted per error is very high. In December-2022, the total revenue earned by DOP was Rs. 3.84 Cr and penalty imposed by UIDAI was Rs. 85.56 Lakhs which is 22% of the total revenue earned. Such huge penalty is a cause of concern. To avoid such penalties, it should be ensured that there is no error while doing Aadhaar transactions.

3. Looking at the revised rate of penalties (Annexure A), it can be observed that most of the penalties such as Demographic error, Document error etc. can be avoided by the general alertness and awareness of the Operators working at Aadhaar Centers.

4. With a view to avoid loss of revenue to the Department, I would like to share few suggestions that may help reduction of penalties:

5.a. Workshops may be organized at DO/RO/CO level for the staff working at Aadhaar Centers to ensure that the staff is careful while doing Aadhaar transactions especially in areas that attract major penalties.

b. Regular re-fresher training may be organized in co-ordination with RO UIDAI to avoid possibilities of error caused due to ignorance and carelessness of the Operator/Supervisor. Further, training should also be provided to the staff including GDS staff to work as substitute operators so that issue of Operator unavailability is resolved, and more substitutes are available to carry out Aadhaar transaction at Post Offices.

Please monitor Aadhaar performance rigorously to ensure proper utilisation of all kits with a view to increasing transactions and minimising imposition of penalties.
