Sub: Regarding the analysis & feedback inputs over the revised MMU SOP.
Mail Monitoring Units were set up vide Parcel Directorate order F.No. 18-01/2023- PD dated 21.06.2023 to identify the issues which adversely affect mail and parcel operations from booking to delivery, with an intent to take prompt action to resolve the issues at grass root level on a day-to-day basis.
2. The existing Standard Operating Procedure (SOP) for the MMU outlines the classification of circles and specifies the preferred organizational framework for MMUS corresponding to each circle category, as well as delineating the roles and responsibilities of the MMUS at the Circle, Regional, and Divisional tiers.

The updated Standard Operating Procedure (SOP) has been developed and rationalized, by categorizing the existing activities on "Priority & Frequency" grading for the different levels (first mile, middle mile and last mile) & incorporating factors like limited availability of manpower, practical experiences and feedback from operations of MMU's for a year into the current SOP.
4. The revised SOP recognises that monitoring is not a standalone task but consists of three interconnected activities: Review, Action, and Compliance.
• Review - Performance of the unit being monitored is reviewed and shortfall with regard to desired levels of different parameters are analysed and accounted for.

• Action - Action to be taken and way forward to bridge the gap between actual performance and desired levels of different parameters are discussed. agreed upon and initiated and completed within an agreed timeline.
• Compliance - Outcome of action taken is analysed and feedback taken to further improve processes and performance and serves to inform the next round of review.
Additionally, the updated Standard Operating Procedure (SOP) also delineates the roles and responsibilities at the Directorate Level.
6. Finally, the amended SOP specifies the protocol to be adhered to at different tiers for handling data dumps concerning the disposal of products for PAN India Bulk Customers, such as Amazon, Shiprocket, and Decathlon.
6. The draft of the revised SOP, along with the drafts of "At a glance report" and "Annexures-III to VIII" are enclosed herewith.
In light of the aforementioned considerations, Circles are requested to analyze the amended points in the draft revised MMU SOP and provide the comments & suggestion that may be incorporated in the SOP for effective and efficient monitoring on day-to-day basis, latest within 10 days of issuance of this letter.
