OFFICE MEMORANDUM
Subject: Refund of IGST and provision of e-BRC to exporters using Dak Ghar Niryat Kendra Portal.
In continuation of OM No CF-71/9/2022 dated 31st July, 2024, regarding Integration of DNK Portal with Indian Customs Electronic Gateway (ICEGATE), Indian Customs EDI System (ICES) of Customs for automated IGST refund and CBRC (electronic Banking Realization Certificate) facility of banks it is to convey that UAT of integration has been successfully completed. The launch of automated IGST refund and eBRC facility with banks for shipments booked on DNK portal is scheduled from 17th September 2024.
2. As such, the integration of Dak Ghar Niryat Kendra (DNK) portal with the ICEGATE/ICES, Public Financial Management System (PFMS) and Export Data Processing & Monitoring System (EDPMS) of RBI has been successfully established. This integration will streamline data flow between DNK and systems of Customs and PFMS to automate IGST refund. The flow of data into EDPMS will facilitate the issuance of e-PRC by authorized dealer banks (AD Banks). Exporters will have better visibility into the status of their export transactions and payments. 3. DNK customers need to register on ICEGATE portal with their AD code and bank account details as also mentioned in the OM dated 31st July 2024. This registration of AD Code on ICEGATE Portal is essential for validating their bank details and ensuring that IGST refunds are credited directly to the linked account. The customers must provide correct GSTIN and bank account details in DNK customer portal to avail these new facilities. An advisory of ICES, user manual registration and bank account management in ICEGATE portal are enclosed for kind reference.
4. In this regard immediate steps may be taken to ensure wide publicity of these new facilities among the exporters and staff.
