It has been decided by the competent authority that both Speed Post and Registered articles will be processed at a common processing hub. The Registered Ll offices will get merged with National Sorting Hubs (NSHs) and the Registered L2 offices will get merged with Intra Circle Hubs (1CHs).

Speed Post (NSH/ICH) and Registered hubs (L1/L2) functioning in the same premises in same city will get merged and there will be only one processing hub which will process both Speed Post and Registered articles together.

The following benefits will emerge if Speed Post and Registered articles are processed together:

a. Instant reduction of bags in transmission network.

b. Reduced complexity in bag transmission and operational network.

c. Optimal utilization of space, equipments etc. for more reliable operation.

d. Reduced number of Mail Motor Schedules.

e. Lesser scanning time of bags at Post Offices and Hubs.

f. Improved reliable mail operation with decreased operational cost.

g. Improved transit time of Registered articles from booking to delivery at par with Speed Post articles

Sub: Processing of Speed Post and Registered articles at one hub

This is regarding processing of Speed Post Inland Document and Registered articles at one common processing hub.
2. Mail Network Optimization Project (MNOP) was started in 2010 under which all National and State Speed Post Centres were converted to National Sorting Hubs (NSH) and Intra Circle Hubs (ICHS) which were handling average daily 10000 and 2000 speed post articles, respectively. While converting CRCs into Registered L1 and Registered L2 offices, this benchmark was not considered which resulted into a greater number of Registered L2 hubs than the ICHS. This bigger network of Registered Post articles further resulted into higher transit time for Registered articles than the Speed Post articles while traffic of Speed Posts is almost thrice the Registered articles.

3.Presently 94 NSHS (including two hubs of APS), 149 ICHS, 96 Registered L1 (including two hubs of APS) and 216 Registered L2 offices are functioning across the country. All post offices across the country are mapped to these offices.

4. The existing hub and spoke model is in operation for more than 12 years. In present scenario, the mail profile has been completely changed. About 80- 85% Speed Posts articles are booked in major Bulk booing centers located in tier 1 cities whereas most of the NSH/L1 Registered Hubs and almost all ICHS/ L2 Registered hubs are processing 80-90% inbound TD or outbound NTD articles. The entire network of Speed Post and Registered mail was reviewed and observed that:

a. 51 NSHs and Registered L1 are functioning in same city and in same premises (list enclosed in Annexure-A). Similarly, 115 ICHS and Registered L2 are functioning in the same city and in same premises (list enclosed in Annexure-B)
b. 27 NSH and Registered L1 are functioning at different locations but in the same city (list enclosed in Annexure-C) Similarly, 8 ICHS and Registered L2 are functioning at different location but in the same city. (list enclosed in Annexure-D)
c. 16 Registered L1 are functioning in a city where no NSH exists. (list enclosed in Annexure-E). Similarly, 93 Registered L2 are functioning in a city where no ICH exists. (list enclosed in Annexure-F)
d. 14 NSHS are functioning in the cities where no L1 Registered Hubs exists. (List enclosed in Annexure-G). Similarly, 26 ICHs are functioning in the cities where no Registered L2 Hub exists. (Annexure-H)
e. Booking post offices mapped with these Speed Post and Registered hubs are closing separate TD and NTD bags of Speed Post and Registered articles for Speed Post Hubs and Registered hubs, respectively, though this are situated in same premises and same city. f. Similarly, these Speed Post hubs and Registered hubs, which are functioning in same city and same premises are sending Speed Post articles and Registered Articles to the delivery post offices of that city in separate bags for delivery. There is no difference in treatment of Speed Post and Registered articles from booking to delivery, except that Registered articles are addressee specific delivery while Speed Post is address specific. This existing process results into increased number of closed bags in the system unnecessarily causing bottle neck at TMO point as well as lose of reliability in the operation.
The complete operational process has been analysed in details and found that following benefits will emerge if Speed Post and Registered articles are processed together:
a. Instant reduction of bags in transmission network.
b. Reduced complexity in bag transmission and operational network.
c. Optimal utilization of space, equipments etc. for more reliable operation.
d. Reduced number of Mail Motor Schedules.
e. Lesser scanning time of bags at Post Offices and Hubs.
f. Improved reliable mail operation with decreased operational cost.

5.g. Improved transit time of Registered articles from booking to delivery at par with Speed Post articles.
Therefore, it has been decided by the competent authority that both Speed Post and Registered articles will be processed at a common processing hub. The Registered L1 offices will get merged with National Sorting Hubs (NSHs) and the Registered L2 offices will get merged with Intra Circle Hubs (ICHS).

5.1 Speed Post (NSH/ICH) and Registered hubs (L1/L2) functioning in the same premises in same city (Annexure A and B) will get merged and there will be only one processing hub which will process both Speed Post and Registered articles together.

5.2 In case of Speed Post (NSH/ICH) and Registered hubs (L1/L2) functioning at different location in a same city (Annexure C and D), Circles shall decide the location where the processing of Speed Post and Registered articles will be done together.

5.3.Registered hubs (L1/L2) functioning in a city where no NSH/ICH exists (Annexure E and F), Circles will choose one location (either the location of NSH/ICH or of Registered L1/L2 where the processing of Speed Post and Registered articles will be processed together at a single hub. The selection of location can be decided based upon the operational convenience, geographical condition, connectivity benefits etc.

5.4 Unregistered L1/L2 hubs will be collocated with proposed NSH/ICH.

5.5.Tentative space requirements for processing of 5000 articles in per set functioning for 8 hours is Appx 400 sq feet. Space constraint issues shall be resolved accordingly. However, in case of space constraint issues, if any, emerge in processing of Speed Post and Registered articles together due to huge volume, Circle shall refer to such issues to Directorate by 21.10.2024.

6.Nomenclature of these merged hubs will remain National Sorting Hub (NSH) and Intra Circle Hub (ICH).


7.In respect of processing of Registered packets, orders issued by Parcel Directorate vide letter no. 33-1/2023-PD dated 29.04.2024 will be continued. However, revised bag closing pattern from post offices to hubs in respect of all category of articles will be issued separately.

8.Circles shall align the mapping of delivery post offices with merged hubs and will send the revised mapping in the attached format (Annexure-I,) to MB Division by 25.10.2024. Besides Circles shall also send the additional information in the format attached in Annexure J) by 25.10.2024

9.All Electrical/Civil work, revised layout etc. shall be completed by 10.11.2024.

10. Revised Operational Network will come in force from 07.12.2024
