CONDUCT & DISCIPLINARY RULES FOR CENTRAL GOVERNMENT EMPLOYEES

Time Limit for Disposal of Representations: 
Representations within a ministry/department should be resolved within six weeks, while those requiring inter-departmental consultations should be disposed of within three months. The final reply must address all employee concerns and provide clear rejection grounds if applicable .

Definition of Misconduct: Misconduct refers to intentional acts with wrong intentions, including unprofessional behavior and duty dereliction, even if not inherently wrongful. [Nahood Ali Khan, Inre, AIR 1958 AP 116]

Anonymous/Pseudonymous Complaints: Departments/organizations generally shouldn't act on anonymous/pseudonymous complaints, but may investigate verifiable facts with commission concurrence through the CVO or organizational head (CVC NO. 98/DSP/9 dated 11.10.2002)

Asset and Liability Declaration: Public servants must submit asset and liability declarations by July 31st annually, covering the preceding March 31st. (DG (P) No.20-15/2014-SPG dated 05.11.2014)

Peaceful Assembly: Holding peaceful assemblies without speech or slogans in office premises is not considered misconduct. D (1994) 27 ATC 265 Madras.
