This is regarding condemnation of the Computer Hardware and its peripherals at the Post and mail offices. Detailed guidelines were issued for condemnation of computer hardware and peripherals vide this office memo no.40-01/2003-Tech dated 17.12.2003 (Copy enclosed).
1. Now, a Committee was constituted by the competent authority for "Re-assessment of the Norms for supply of Computers & peripherals in various offices of the Department of Posts in the country".
2. The committee after revisiting the present norms for condemnation of computers & peripherals suggested that that the life of computer and peripherals be fixed as 5 years from the existing norm of 6 years as the Post and Mail Offices do not work in a dust free environment.
3. The recommendations of the committee was accepted by the competent authority.
4. On the basis of recommendations of the Committee following guidelines are communicated for further necessary action:-
a. The life of computer & peripherals is fixed for 5 years.
b. While procuring Computers & peripherals it may be ensured that the warranty is extended to 5 years.
c. In case 5 years warranty is not possible, a clause for maintenance beyond the period of warranty may be included so that the machines can be put to use for 5 years.
5. The competent authority has added that 5 years of age criteria is only an enabler and indicative guideline for initiating the process of condemnation. Normally the computers are in working condition even after crossing the 5 year life and can be put in to use further. Hence the 5 year life span is not to be used as a yardstick by itself to condemn a computer unless other necessary conditions like the suitability for use of present and future applications is independently examined. Hence Circles may take most economic course of action depending upon the local conditions under the overall guidelines given above.
6. The Circles can condemn Computers & peripherals which are not working and irreparable as per above recommendations/observations after following the due procedure prescribed in the GFR and all such rules/articles on the subject.
7. A committee should be constituted for this purpose with the following members: a. Director Postal Services representing Administration.
b. CAO/ACAO/Sr.A.0./A.O representing Finance Wing.
c. A Technical member having knowledge of Information Technology from a Govt. or Semi Govt. Institution such as NIC/MTNL/BSNL/DOT etc. In case a suitable officer is not available from NIC/MTNL/BSNL/DOT etc., an officer of the Department not below the level of PS Group 'B' having sufficient knowledge of IT can also be made the member of the committee.
d. And in case of power backup systems an E.E/A.E representing Electrical Division.
8. All other instructions/guidelines mentioned in this office Memo No.40-01/2003- Tech dated 17.12.2003 holds good.
