CHARTER OF DEMANDS
General Demands
- Withdrawal of De-recognition order dated 26.04.2023 imposed on AIPEU Group C and NFPE. Implement Stay order issued by Ranchi High Court on 12.04.2024 against De- recognition order of AIPEU and NFPE.
- Withdraw 'The Post Office Act-2023 which is nothing but blue print of corporatisation and thereby privatisation of Postal Department.IT works to be re-back to Postal operation under the control of DOP instead of IPPB.
- Constitution of 8th Central Pay Commission.
- Restoration of Old Pension scheme.
- Filling up all vacant posts in all cadres.
- Cadre restructuring for all left out cadres of various wings, with 2 cadre restructuring for Group C Remove ceiling and ensure recruitment of 100% cases in compassionate appointment.
- Stop unrealistic and inhuman pressure on Postal Employees in the name of achieving targets. Withdraw the order of irregular and unjust categorisation of HSG-I and HSG-II as separate cadre. Ensure provision of different trainings like IGOT Karmayogi training etc
- Enhancement of Pay- Scale of PA/SA/PM/MG/MTS etc
- Restoration of tenure period 4 years instead of 3 years to all cadres and change of comprising of transfer placement committee.
- Grant notional increment on regular promotion to LSG/HSG-II/HSG-I cadre.
- Fill up all vacant posts of HSG-II/HSG-I in one time relaxation. Conduct special DPC to fill up LSG posts by relaxing the term and condition.
- Implement CAT/Court orders for the benefits of all employees in similar cases.
- Provision of 5 days week for operative offices.
- Cadre Oriented Demands
- Grant of NFG to all HSG-I officials who have completed 2 years' service in the cadre. Grant of Grade Rs5400/- to all the officials who have completed 4 years' service in Grade pay Rs4800/- at par with ASPO/AAO.
- Stop Delivery Hub System for delivery of Speed post and Registered Mails to the citizen in regular manner aboving unnecessary delay.
- Supply of all necessary equipments to all delivery staff for smooth functioning of delivery.
- Stop merger/shifting of RMS Offices, RMS Transit Sections. Stop long route RTN and reinstate all RMS Section closed during Corona episode.
- Process district and TD Parcel & Speed mail to all L-2 offices to avoid back routing, re-handling of mail and improve delivery status.
- Filling up of surplus candidates from GDS to MTS and PM/MG in Delhi Circle from other Circles. Enhancement of uniform Allowance to MTS/MG/PM and MMS Staff from Rs 5000/- to Rs15000/- Amendment in RR of AAO Cadre, grant 40% SCF Quota promotion to SAs in AAO Cadre. Stop move of decentralisation of Postal Account's, Restoration of 1520 posts of LDC/JA/SAS. Abolished arbitrarily in name of Rationalisation.
- Allow the LSG/HSG officials of CO/RO/DPLI in the LDCE for promotion to PS Group B Cadre and fill all LSG, HSG-II, HSG-I and AD (Rect) Posts in CO/RO/DPLI.
- Continue the DPLI office / Kolkata as Central Accounting office PLI/RPLI & EDAGIS/GDSGIS. Regularisation of all Casual, Part time and DRM Working in our Department. Payment of monthly wages to them must be ensure.
- Ensure control change of SBCO to GM PA & F.
- During rotational transfer all the posts including merged posts to be notified for PA SBCO, One time option may be given to all PAas SBCO to choose any SBCO unit of their choice. Restoration of Night set in all Mail offices for immediate/same day disposal.
- Grant 8 hours work to GDS and all benefits including Pension like Department Employees. Immediate implementation of all positive recommendation of Kamalesh ch. Committee like rotational fixation of TR CA, Weightage increment for seniors/bunching, time bound financial upgradation (MACP) etc.
- Grant special allowance to PO & RMS Accountant and system administration.
