Subject:Urgent Request for Redressal of Grievances of Gramin Dak Sevaks (GDS) in Kerala Circle.
we are writing to bring to your attention several pressing issues faced by the Gramin Dak Sevaks (GDS) in the Kerala Circle, which require your immediate intervention. The challenges outlined below are causing significant distress among the GDS, and we request your prompt action to address and resolve them.

1. Harassment Related to Business Targets: It has come to our attention that GDS in Kerala are being subjected to undue pressure and harassment to meet unrealistic business targets. This is adversely affecting their performance and well-being. We request that immediate steps be taken to stop this practice.

2. Financial Upgradation: The financial upgradation scheme of 12, 24, and 36 years as per the Kamalesh Chandra Committee's recommendations is not being implemented uniformly. We request that eligible GDS be provided with their rightful upgradation without any further delay.

3. Non-release of Increment Due to Strike Participation: GDS who participated in the strike declared by the All India Committee are being unfairly denied their increments. We urge you to release the pending increments to these GDS immediately.

4. Hardship Allowance: Many divisions in Kerala, including Kozhikode, Thalassery (Wayanad), Ottappalam (Attappady). Manjeri (Nilambur), and divisions affected by floods such as Pathanamthitta, Idukki, Aluva, Changanassery, and Alappuzha, are not being granted hardship allowances. GDS in these areas face significant challenges like Maoist threats, wildlife encounters, natural disasters, and difficult terrain. We request immediate sanctioning of hardship allowances for these divisions.

5. Provision of Official Phones: GDS are being harassed for using personal phones for departmental work, leading to deductions in their increments. We request the issuance of official phones for GDS to ensure smooth operations without penalization.

6. Revision of Postman/MG Vacancies: Following the promotion results of PA/SA on 25/08/2024, we request the revision and publication of the new vacancy list for postman/MG positions to provide better promotion opportunities for GDS.

7. Age Restriction for Outsiders/Substitutes: The age restriction of 40 years for substitutes (outsiders) should be removed as per DOP orders to allow greater flexibility in recruitment.

8. Sanction for Waste Bin Contributions: Panchayat authorities in Kerala are mandating a contribution of 100 per month for waste management. We request that the Department of Posts sanction this amount for all Branch Offices (BOS) in Kerala.

9. New Pension Scheme: A central government pension scheme should be introduced for GDS to provide them with financial security post-retirement.

10. RPLI Incentive for Retired GDS: GDS who were eligible for the RPLI incentive during their service but were discharged without receiving it should be granted their due incentives.

11. Device Sleeping Time: The current device sleep time is set at 1 minute, causing inconvenience to GDS. We request an increase in the sleep time to 5 minutes to facilitate smoother work operations.
12. Automatic Calculation of RPLI Premium Defaults: Devices should automatically calculate RPLI premium default amounts, and the incentive for depositing such amounts should be increased to 20%, with an additional 5% for the GDS.

13. PPF & MSSC Accounts in BO: Necessary instructions should be issued to allow the opening and closing of Public Provident Fund (PPF) and MSSC accounts at Branch Offices (BOs) as well.

We sincerely hope that you will take these issues into serious consideration and provide the necessary instructions to resolve them at the earliest. The GDS community in Kerala eagerly awaits your prompt action and intervention in these matters
