Postal Directorate has issued guidelines vide OM No.X-20/28/2023- SPN-II dated 24/09/2024 regarding refusal of promotion offered to LSG/HSG-II and HSG-I posts in Department of Posts. In this regard, DOP directorate has already clarified that the rejection of promotional posts can be minimized by offering their preferred divisions vide letter dated 23 July 2024. Further clarified and issued guidelines to all the Circle head in India Post vide this letter that declination of promotions offered to LSG/HSG-II and HSG-II may be accepted on merit basis instead of rejecting in routine manner.

Subject: Request for declination of promotion offered to LSG/HSG-II and HSG-1 posts
Madam/Sir,
It has been brought to notice of Directorate by Service Associations that in some Postal Circles, request for declination of promotion offered to LSG/HSG-II and HSG-I posts are not being accepted by the concerned authority of Circles and officials are compelled to accept the promotion and to join at new place of posting. It has also been informed that officials to whom promotion of LSG/HSG-II /HSG-I are being given either drawing the pay of promoted post by virtue of MACP or not willing to get their personal live disturbed to join at far flung areas.
2. It is informed that vide this office letter of even number dated 23.7.2024, all Circles have already been informed that refusal of promotion to some extent can be minimized for posting of official on their promotion to LSG/HSG-II/HSG-I cadre to their preferred Postal Division as administratively possible and after doing so, if still promotion refusal request is received, such request may be considered on merit instead of rejecting in a routine manner. Thereafter, Circle may conduct supplementary DPC to fill up the vacancies due to refusal of promotion.
3. Accordingly, Circles are requested to follow the instructions issued vide letter dated 23.07.2024 in letter and spirit.
