Subject: Payment of dress allowances to newly joined Postman/MTS - clarification
Attention of all concerned is invited towards this office OM No. 41-2/2017-PAP dated 05.03.2020 regarding applicability of the 'dress allowance' to the fresh recruits and those retiring having less than one year of service in mid of the year. In this respect, the service unions have highlighted that in some of the Circles the provisions of the aforementioned OM is not being correctly applied leading to non grant of dress allowance in the first year of the fresh recruits.
2.The matter has been examined in the Department. In continuation of aforesaid OM dated 05.03.2020 following is clarified with regard to the fresh recruits as MTS/Postman etc.:
(i) Officials joining service during July to December of the previous calendar year:
For the first year of their appointment, fresh recruits will be entitled to full Dress Allowance in the month of July of next calendar year. For the sake of clarity, in such cases the officials would be entitled to dress allowance for the previous year as well as for the next year at full rates in the pay and allowances for the month of July of the next calendar year. Thereafter, the dress allowance would continue to be drawn in the Pay and Allowances for the month of July every year.
(ii) Officials joining between January to June
Such officials will be entitled to half of the Dress Allowance in the month of July. For the sake of clarity, such officials would be entitled to dress allowance at half the rates of the dress allowance for the first half of the year as well as full dress allowance for the next year, in the pay and allowances for the month of July of the same calendar year. Thereafter, the dress allowance would continue to be drawn in the Pay and Allowances for the month of July every year.
Rest of the conditions for grant of dress allowance, as mentioned in the OM dated 05.03.2020 would remain the same.
