Sub: Formation of GST committees at Circle level for streamlining the GST implementation in Department of Posts-reg.

The Competent Authority has directed that a GST Committee is to be constituted at Circle level headed by GM (Finance)/DAP/DPS (HQ) for streamlining the GST implementation.

2 The composition of the circle level committee is as follows:

Chairperson - Head of the PAO or DPS (HQ) whoever is Senior

Member 1 -(a) If GM (Finance) is chairperson, then DPS (HQ) will be the Member

Member 2 - (b) If DPS (HQ) is chairperson, then DAP will be the Member

One Sr. Accounts Officer/Accounts Officer
(Any other member to be co-opted as desired by the Chairperson)

3. The circle level committee will meet by the 15th of every month to address any operational level issues pending at circle level and a monthly report will be sent to PAO Delhi, which will be the Lead PAO for the GST related matters, by 20th of every month. Circle level committee will collect data from all the DDOS regarding compliances on GST related issues.

4 The committee will focus on the following areas:

5 Monitor compliances such as record maintenance, proper collection and deposition of GST, and proper utilization of ITC of all the DDO's under their jurisdiction,

Timely filing of GST returns and conducting GST audits of the DDOS under their jurisdiction, Conducting meetings at DDO & RO level to streamline GST issues,

Handling GST litigation within their jurisdiction,

Providing GST Trainings and way forward towards One State One Registration.

A Circle level GST Committee is to be constituted by August 14, 2024 and compliance should be reported to this office at the earliest.
